She served as Minister of Health and Labour in Jüri Ratas' first cabinet in 2018-2019. She was sworn in on 2 May 2018, after the former minister Jevgeni Ossinovski had vacated the seat, and left the office on 29 April 2019.[2][3] She later served as Minister of Economic Affairs and Infrastructure in the second cabinet of Prime Minister Kaja Kallas 2022-2023.

Sikkut was sworn in as Minister of Health in the third cabinet of Kaja Kallas on 17 April 2023 and served until 11 March 2025.[4][5][6] After the Social Democratic Party was removed from government by its coalition partners, she was succeeded by Karmen Joller.

Sikkut holds Bachelor’s Degree from the University of Tartu in 2005 in macroeconomics. In 2010, she graduated with a Master’s degree in health policy from the London School of Hygiene Tropical Medicine / London School of Economics joint programme under the University of London.
