Motiram Baburam Government Post Graduate College (MBGPG College) is a public state college located in Haldwani, Nainital district, Uttarakhand, India.[1]

MBGPG was founded in 1960, it is affiliated with Kumaun University[2] and recognized by the University Grants Commission (UGC).[3][4] With an enrollment of 13,266 students as of 2024, it is the degree college in the Kumaon region.[5][6]

History

Founding era

The college was founded in July 1960 with financial support and land donated by the Moti Ram Babu Ram Educational Trust, an organization by local businessman Babu Ram.[4][7] As a private institution known as Lala Moti Ram Babu Ram Degree College, it was listed in the Government of India's 1965 Directory of Institutions for Higher Education. [8]

The college was initially affiliated with Agra University. When Kumaun University was formed in Nainital in 1974, the college's affiliation was transferred to the new institution.[4] In 1982, in the larger public interest of the students and stakeholders, the Government of Uttar Pradesh (the state government at the time, prior to the formation of Uttarakhand) took over the management of the college from the educational trust. It was successfully provincialised and became a fully government-funded and managed college.[9][10]

21st century

In 2003, as part of a major initiative to make higher education employment-oriented, the Government launched a professional computer training programme named the "Shikhar" Project at the college. Implemented in collaboration with APTECH, the project established a dedicated center on campus to offer the internationally recognized ACCP World Programme. This provided university students with professional training in cutting-edge technologies of the time (such as Microsoft's .NET and Sun Microsystems' J2EE) at highly concessional fees alongside their regular degrees.[11]

In 2004, the Government of Uttarakhand recognized the college's size and reach by giving it the title of Vishista Mahavidyalaya (Distinguished College).[4][12] [13]

In 2017, members of the history department assisted in the archaeological analysis of 40 human skeletons discovered during excavations in Gaulapar, Haldwani.[14][15]

Academics

Motiram Baburam Government Post Graduate College offers bachelor's, master's, and doctoral degree programs affiliated with Kumaun University.[16] Serving the largest catchment area in the Shivalik foothills, the college draws student enrollment from over 50 intermediate colleges across the Nainital district.[17]

For undergraduate degree programs (B.A., B.Sc., B.Com.) and standard postgraduate courses, the college does not conduct proprietary entrance examinations. Admissions are strictly merit-based, calculated using applicants' qualifying academic marks, such as Class 12 board examination percentages.[28] The admission process incorporates state reservation policies mandated by the Government of Uttarakhand, allocating seat quotas for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Economically Weaker Sections (EWS) candidates, who together comprised approximately 34 percent of regular enrollments in 2024–2025.[28][20] Additional weightage points are applied for holders of National Cadet Corps (NCC), National Service Scheme (NSS), or recognized sports certificates.[28]

Admissions to doctoral (Ph.D.) programs are administered through Kumaun University and require candidates to qualify through the Research Degree Entrance Test (RDET) followed by departmental interviews, with the college serving as a key regional examination and evaluation center.[29][30]

Campus

The college is situated on a 5-acre (2.0 ha) campus in Haldwani. The institution operates as a commuter college. Given its large student body, the campus infrastructure and academic frameworks have been inspected by delegations from the Asian Development Bank (ADB) to evaluate the institution's potential for development as a state "model college".[31]

Academic facilities and museum

Centralized academic facilities include a central library, science laboratories, a newly established STEM lab dedicated to student skill development,[32] and an Intellectual Property Rights (IPR) Cell. Recent infrastructure expansions also include the construction of a new multi-purpose building on college.[33]

The central library is funded jointly by the UGC and the State Government. It houses a vast academic repository of approximately 1,50,000 documents, encompassing 1,30,000 standard volumes and an additional 20,000 volumes allocated to a dedicated Book Bank.[17] The library is also integrated with the INFLIBNET Centre, providing digital access to e-books and e-journals.[34] Adjacent to the library is the Vachanalaya (Reading Hall), which is specifically curated for students preparing for competitive examinations and houses over 850 reference books and 42 academic research journals.[35] The campus also serves as a regional study center for the Uttarakhand Open University.[36]

Situated near the Commerce block is the college museum, named Dharohar, which was formally inaugurated by the state's Higher Education Minister.[37] The museum serves as a cultural and ecological repository for the state of Uttarakhand. It features visual exhibits on the state's endangered flora and fauna, traditional temple architecture, indigenous tribes (including the Tharu, Jaunsari, and Bhotiya), local musical instruments, and traditional agricultural practices.[38][39][40]

Infrastructure and sports

Student welfare infrastructure includes sanitary pad vending machines installed for female students.[41]

The college maintains a dedicated sports department. Outdoor sports facilities support hockey, football, cricket, volleyball, basketball, kabaddi, kho-kho, boxing, and track and field athletics. Indoor facilities are available for badminton, table tennis, carom, and chess.[42] College athletic teams regularly compete in inter-collegiate championships, securing victories in regional athletics, kho-kho, and chess tournaments.[43][44] Students also compete in martial arts, winning university judo matches and qualifying for national jiu-jitsu events.[45][46][47]

Student life

With an enrollment of nearly 14,000 regular and vocational students, Motiram Baburam Government Post Graduate College supports the largest student population in the Kumaon region.

Student union and politics

The college serves as a center for student governance and political activism in eastern Uttarakhand. The annual student union elections (Chhatra Sangh Chunav) feature campaigns from national and regional student organizations, including the Akhil Bharatiya Vidyarthi Parishad (ABVP), National Students' Union of India (NSUI), and All India Students Association (AISA).[48][49][50] In December 2022, the student union elected a female president for the first time in the college's history.[51][52]

Civic and cultural activities

The student body engages in civic initiatives and local philanthropy, which have included public marches for social justice and fundraising drives to support the medical treatment of local patients.[53] The college also observes regional cultural, literary, and musical festivals, such as Phagotsav, Shakunakar, and Basant poetry gatherings.[54][55]

Extracurricular organizations

The college maintains chapters of several state and national youth organizations. It hosts active Army and Air wings of the National Cadet Corps (NCC).[56] The Army wing operates a 150-seat boys' unit (B/78 UK COY) and a 55-seat girls' unit (24 UK Girls BN), while the Air wing (1 UK NCC Air Wing) accommodates 100 cadets. The curriculum includes basic military training, shooting, map reading, drone operational training,[57] and leadership seminars.[58] In alignment with the National Education Policy 2020, NCC training is formally integrated as a credited skill enhancement course.[59] Top-performing cadets are routinely selected to represent Uttarakhand at the Republic Day Camp (RDC) in New Delhi and the national Thal Sainik Camp (TSC).[60] The college's NCC leadership has also been recognized at the highest levels, with unit officers receiving the Director General (DG) Commendation Card for exemplary dedication to cadet development.

Through the National Service Scheme (NSS),[61] student volunteers participate in community service projects across five designated college units. Regular NSS initiatives include blood donation drives, health awareness programs, environmental cleanliness campaigns in support of Swachh Bharat Mission (SBM), and outreach visits to local eldercare facilities.[62]

Additionally, the college operates Rovers and Rangers scouting units, with an enrolled capacity of 24 male and 24 female students. These units promote outdoor leadership and community development, with cadets regularly participating in state-level Rover and Ranger meets.[63]

Student support and placement

The college administration operates multiple institutional committees dedicated to student welfare, legal compliance, and career development. The Career Counselling and Placement Cell facilitates career guidance and recruitment opportunities for graduating students.[64] The college also executes the state's Devbhoomi Udyamita Yojana (Devbhoomi Entrepreneurship Scheme), hosting regular bootcamps and workshops to foster student startups and business skills.[65]

To maintain campus safety, the college operates an Anti-Ragging Cell,[66] a Grievance Redressal Cell,[67] and an Internal Complaints Committee (ICC) dedicated to addressing sexual harassment.[68][69]

Additional student support infrastructure includes an SC/ST Cell,[70] an Anti-Drug Committee,[71] a Mental Health and Counseling Cell—recognized as the first dedicated mental wellness cell in Uttarakhand,[72][73][74] a Legal Literacy and Aid Cell,[75] an Right to Information (RIT) Cell,[76] and a Right to Service committee.[77]

With an absolute enrollment of 13,786 in the 2024-2025 academic year, Motiram Baburam Government Post Graduate College is the most populated educational institution in the Kumaon region.[78] The student body consists of 13,306 students enrolled in regular academic programs, alongside 480 students in self-financed and vocational tracks.[78] Overall enrollment grew by 19.2 percent between the 2022 and 2024 academic years.[78] To manage this volume, which results in a student-to-teacher ratio of 101:1, the college operates under a state-backed cluster mode initiative. This arrangement allows the institution to share academic resources and physical infrastructure with the nearby Indira Priyadarshini Government Girls PG College.[79][80][81]

The college has a female majority. In 2024-2025, women accounted for 57.4 percent of the categorized student base, with 7,893 female students compared to 5,853 male students.[78] This distribution varies by academic discipline; women make up 62.2 percent of the Faculty of Arts and 73.5 percent of vocational courses, while the Faculty of Commerce has a 60.6 percent male cohort.[78]

Admissions are processed through the centralized Uttarakhand State Higher Education Admission Portal (UKHEAP)[82][83] under the Samarth eGov system, ensuring compliance with state reservation policies.[84] The 2024-2025 demographic profile aligns with these guidelines, comprising 9,063 General/Unreserved students (65.9%), 2,776 Scheduled Caste (SC) students (20.2%), 1,560 Other Backward Classes (OBC) students (11.3%), and 347 Scheduled Tribe (ST) students (2.5%).[78] The SC enrollment successfully exceeds the state's 19 percent mandated quota.

Faculty and staff

As a state-funded institution, the faculty and administrative staff of Motiram Baburam Government Post Graduate College are appointed through the Uttarakhand Public Service Commission and the state's Department of Higher Education. Faculty members are responsible for conducting undergraduate and postgraduate lectures, supervising doctoral dissertations, and engaging in original academic research.[17] Administrative operations and institutional reporting are supported by the Internal Quality Assurance Cell (IQAC) under the leadership of the college principal.[20]

To accommodate the large volume of enrollments across its catchment area, the institution operates with a high student-to-teacher ratio. During the 2023–2024 academic year, the student-to-faculty ratio was recorded at approximately 96:1,[19] which increased to 101:1 during the 2024–2025 academic year as overall enrollment continued to expand.[20]

Faculty members have been recognized regionally for their contributions to higher education, literature, and civic leadership. The faculty includes academics such as Prabha Pant, a recognized Hindi author, poet, and Head of the college's Hindi Department, who was awarded the Gajanan Madhav Muktibodh Award by the Madhya Pradesh Sahitya Akademi.[85] Other personnel have received honors such as the HDD Achievement Award for excellence in quality education,[86] and faculty officers overseeing the National Cadet Corps (NCC) units have been formally awarded for excellence in cadet leadership.[87]

In addition to their teaching duties, senior faculty members frequently serve in administrative and proctorial capacities for Kumaun University. This includes overseeing and hosting massive regional examinations on campus, such as the university's Research Degree Entrance Test (RDET) for Ph.D. candidates and the joint B.Ed. entrance examinations.[30][88]
