Bicester Village is a designer outlet shopping centre in Bicester, Oxfordshire, England. Opened in April 1995.[1], it is owned and operated by Value Retail plc, a privately held company founded by the American real estate developer Scott D. Malkin. The centre has more than 150 boutiques selling international fashion and lifestyle brands at discounts of 30 per cent or more.
Bicester Village is the founding site of The Bicester Collection, a group of 12 open-air shopping destinations in Europe, China and the United States. Value Retail is backed by L. Catterton, a private equity firm part-owned by the luxury-goods group LVMH. The company reported double-digit growth in net sales in 2024 and expected approximately 50 million visitors across its sites in 2025.
The Daily Mail reported in January 2025 that the outlet attracts 7.3 million shoppers per year. The Guardian separately reported a record 6.7 million visitors in 2024. Bicester Village is the second most visited destination in the United Kingdom by Chinese tourists, after Buckingham Palace. [2][3][4][5]
Background and history
Bicester Village was founded by Scott D. Malkin, an American real estate developer whose father, Peter Malkin, once owned the Empire State Building. Before establishing Bicester Village, Malkin developed Two Rodeo Drive in Beverly Hills[6] , a retail destination that introduced American consumers to luxury European brands. He created Value Retail to bring a similar concept of discount designer retailing in a premium environment to Europe. [7][8]
The outlet opened on an field in Bicester in April 1995 with 13 boutiques and one cafe.
Expansion
Since 1995, Value Retail has built 11 further shopping destinations near major cities including Shanghai, Milan, Dublin, Frankfurt, Barcelona and Madrid. In 2025, the company opened Belmont Park Village in New York, its first site in the United States.[9] [10] [11]
As of its 30th anniversary in 2025, Bicester Village was operating at near-100 per cent occupancy, with a waiting list of brands seeking space. [12]
Ownership
In 2024, L Catterton, a private equity firm backed by LVMH, acquired a 42 per cent stake in Value Retail from Hammerson at an enterprise value of approximately 1.5 billion pounds.[13]
Value Retail takes 15 to 18 per cent of sales plus a service fee from brands, rather than charging rent on their stores. This revenue-sharing model distinguishes it from traditional shopping-centre landlords.[14]
Design and Architecture
Bicester Village is a pedestrianised, open-air shopping centre. The Economist described it as consisting of low-rise buildings with gabled roofs, cobbled streets, wooden benches and greenery, resembling a village in the Cotswolds. [15]
Boutiques and Retail
Bicester Village has more than 150 boutiques of international fashion and lifestyle brands. The centre operates as a designer outlet, selling previous-season collections. The Daily Mail reported discounts of up to 70 per cent on luxury brands; The Economist cited discounts of 30 per cent or more. The Times reported that full-price items represent approximately 10 per cent of the stock available.[16][17][18][19]
Brands include Armani, Bottega Veneta, Burberry, Dior, Gucci, LOEWE, Prada, Ralph Lauren, Saint Laurent and ZEGNA, among others. The Guardian reported that the centre houses the only outlet Dior store in the world.
Guest Services and Facilities
Bicester Village offers a Hands-free Shopping service, in which purchases are collected and returned to the visitor at the end of their trip. Other services include Personal Shopping appointments, styling suites, and a concierge Kiosk. [20]
The centre includes an invitation-only private lounge called The Apartment, offering tailored experiences and hospitality services for frequent visitors.
Dining options include Cecconi's, The Double Red Duke, Ottolenghi, and the world's largest Pret a Manger. [21]
Bicester Village also provides Mandarin-language signage and Mandarin-speaking sales staff to serve its substantial Chinese visitor base.
Tourism and Cultural Significance
Bicester Village is one of the most visited tourist attractions in the United Kingdom. It is the second most popular UK destination for Chinese tourists, after Buckingham Palace, with more than half of Chinese visitors to the UK believed to visit the centre. The Daily Mail reported that the centre's popularity among Chinese consumers has been boosted by advertising on social media platforms Weibo and WeChat, as well as user-generated content shared by visitors. The Guardian reported that train announcements on the service from London are made in Mandarin as well as English.
The Guardian reported that the average visitor spends approximately six hours on site.[22]
Location and Transport
Bicester Village is located in Oxfordshire, approximately one hour from central London. The centre is served by Bicester Village railway station, with a direct train from London Marylebone taking approximately 46 minutes. Oxford is approximately 10 minutes away by rail. By road, the centre is accessible via the M40 motorway.
Surrounding Area

Economic and Community Impact
The 12 centres in The Bicester Collection collectively attract approximately 50 million visitors and are expected to generate more than five billion US dollars in sales annually.[23]
The Bicester Collection operates the Unlock Her Future Prize, an annual start-up competition for women social-impact entrepreneurs, offering grants of up to 100,000 US dollars. The 2025 edition focused on South Asia, with 11 finalists selected from over 2,900 applicants.[24]
Awards and Recognition
Bicester Village has received several awards, including a gold standard certificate at the Thames and Chiltern Bloom awards, one of Europe’s largest horticultural competitions.[25] In 2017, the National Rail Awards also recognised Bicester Village train station as the best small station in Great Britain.[26]
