Valige Tauabo (born 16 May 1965) is a Mozambican politician and businessman serving as the Governor of Cabo Delgado since January 2020.[1] A long-standing member of the ruling FRELIMO party, Tauabo is the first directly elected governor of Cabo Delgado following structural constitutional decentralization reforms implemented in 2018.[1][2] His tenure has been largely defined by handling the ongoing humanitarian crisis and defense strategies surrounding the insurgency in Cabo Delgado.[3]
Early life and education
Tauabo was born in Murrébue, located within the Murrébue Administrative Post of the Mecúfi District in Cabo Delgado Province.[4] He is the son of Tauabo Mucula and Sinalo Quitica.[4]
Tauabo completed his primary education at the Cariacó Primary School and Dom Francisco de Almeida Primary School (now known as EPC Unidade) between 1972 and 1978.[4] In 1979, he enrolled at the Pemba Secondary School, completing the first cycle of his secondary training before entering the Pemba Industrial and Commercial School, where he studied basic electricity from 1983 to 1986.[4] In 1987, Tauabo fulfilled his compulsory national military service in the Mozambique Defence Armed Forces, subsequently finishing his upper secondary education at the Francisco Manyanga Secondary School in Maputo from 1990 to 1992.[4]
Business and early political career
Prior to his gubernatorial appointment, Tauabo operated as a private businessman and maintained real estate investments within Mozambique.[2] Within the private sector, he entered into commercial partnerships with prominent regional FRELIMO elites, notably including Alberto Chipande, a veteran of the Mozambican War of Independence and a close ally of former President Filipe Nyusi.[2] Despite not having previously held prominent public administrative portfolios, Tauabo managed party logistics and built political connections within the upper echelons of FRELIMO's provincial structure.[2]
Gubernatorial tenure
In the 2019 Mozambican general election, Tauabo ran as the head of FRELIMO's provincial party list (cabeça de lista) for Cabo Delgado Province.[5] Following FRELIMO's victory across the province's legislative constituencies, Tauabo was officially proclaimed governor, securing 247,672 votes.[5] He was sworn into office by President Filipe Nyusi on 15 January 2020 as part of the country's decentralized governance program.[1]
Insurgency containment and economic development
Tauabo's administration has operated under a near-continuous state of regional crisis caused by Islamist militant factions associated with ISCAP.[2][3] As governor, he has overseen regional coordination with international military interventions from the Southern African Development Community (SADC) and Rwandan security forces to secure vulnerable civilian hubs and major liquefied natural gas (LNG) exploration infrastructure projects.[3]
In May 2021, Tauabo established Sociedade de Investimentos e Desenvolvimento de Cabo Delgado (SOCADE), a public-private economic provincial investment engine designed to rebuild infrastructure and combat regional poverty.[2] In November 2022, he presided over the official reopening of the strategic commercial port of Mocímboa da Praia following its liberation from insurgent control, highlighting a milestone for returning displaced populations.[3] He has consistently called for inclusive dialog while challenging regional municipal administrations to reinforce public health programs, install new water supply networks, and increase job opportunities in agro-processing.[6][7]
