Orders, decorations, and medals of Estonia

The orders, decorations, and medals of Estonia often referred to as Estonian state decorations or Estonian national decorations are six awards given by the President of Estonia. The majority are given in honour of the nation's independence, celebrated on 24 February, as well as on state visits. The awards recognize exceptional merits in defense, public service, cultural achievements, and humanitarian efforts. These decorations are governed by the State Decorations Act. The six Estonian state decorations are the Order of the National Coat of Arms, Order of the White Star, Order of the Cross of the Eagle, Order of the Estonian Red Cross, Order of the Cross of Terra Mariana, Cross of Liberty.

The awards were established largely between 1919 and 1936 to commemorate Estonia's independence. However the system was dismantled during Soviet occupation and wasn't fully restored until the 1990s following 1991 restoration of the republic. The addition Cross of Terra Mariana was established after resoration on the initiative of President Lennart Meri. Awards are typically conferred annually on 24 February, Estonia's Independence Day, with proposals reviewed by the President's Office. Eligibility extends to citizens, foreigners, and posthumous recipients. The Cross of Liberty remains suspended in peacetime and was awarded from the 1918–1920 War of Independence. Peacetime orders emphasize contributions to state-building in economy, science, and culture. Decorations may be withdrawn for criminal convictions or dishonorable conduct.

Background

The first Estonian state decoration established after the Estonian War of Independence was the Cross of Liberty, bestowed on 24 February 1919.[1] The awards are generally bestowed on those who have made a difference within their community or for the nation.[2]: para. 2

For the 90th anniversary of the republic, a collar for the Order of the National Coat of Arms was completed to be worn as a badge of office by the President of the Republic. The current collar of the Order of the National Coat of Arms is a copy of the original, which, for unknown reasons, is located in the Armoury of the Moscow Kremlin and has not yet been returned to the Estonian state.

Over the years, the manufacture of Estonian state decorations has involved various manufacturers such as OÜ Roman Tavast, ARS Juveel, OÜ Juveel, OÜ Miniplast Pluss, and OÜ ARS Vasetööd. The first batch of Crosses of Terra Mariana was manufactured by the company "Marquise", while OÜ Miniplast Pluss provided the ribbons and completed the assembly.

Matters related to decorations are governed by the State Decorations Act.[3] Their classes and descriptions are set out in the State Decorations Act in Estonian, Teenetemärkide seadus, abbreviated as TeenMS, passed by the Riigikogu. All pre-war decorations, though not necessarily all of their classes, were restored in 1994 and 1995 through the Decorations Act and its amending acts. The most recent version of the act was passed as an Estonian law on 19 December 2007.[3][4]

Types

There are six Estonian national decorations. The Cross of Liberty is awarded for wartime military valor, the Order of the National Coat of Arms is the highest civilian honor for Estonian citizens, the Order of the Cross of Terra Mariana is awarded primarily for foreign contributors to Estonia's interests, the Order of the White Star is awarded for civil and societal services, the Order of the Cross of the Eagle is given for national defense contributions, and the Order of the Estonian Red Cross is awarded for those in healthcare or who have saved lives. Each order features multiple classes, from collars and stars for senior ranks to medals for lower distinctions, with designs incorporating national symbols like eagles, stars, and crosses on colored moiré ribbons.

Display

A display of Estonian State Decorations is located on the 5th floor of the Tõnismäe building of the National Library of Estonia. It was completed in 2008 for the 90th anniversary of the Republic of Estonia and was established in cooperation with the State Chancellery. The branch that currently oversees the collection of Estonian state decorations is the Office of the President of Estonia.[115] The sample collection of state decorations exhibited in the gallery, which includes the Cross of Liberty that was introduced during the War of Independence. The special class decoration of the Order of the National Coat of Arms is not included in the sample collection. The gallery is temporarily closed due to reconstruction. The renewed exhibition is scheduled to open with the building's reopening in 2027.[115]

Most of the displayed decorations have been restored by conservators at OÜ Miniplast formerly OÜ Miniplast Pluss, which has also been a manufacturer of Estonian state decorations through public procurement since 2005.[115]

The following are related awards given by the state that are not typically grouped with the state awards but can be given in recognition of service to the nation.
