CISRI, a multilateral treaty, was established by the Free Agreement for co-operation in scientific research and humanitarian use of micro-alga spirulina as food.[4] Parties involved in the agreement are the Democratic Republic of the Congo and Guinea with subsequent accessions by Equatorial Guinea, São Tomé and Príncipe,[4] Benin, Burundi, Gambia and Honduras.[5] Although Italy's ratification was recorded, Italy declared in 2009 to the United Nations, that it "respectfully requests to be erased from the Annexes to Documents which have Registration Numbers 37543 and 37542"[6]
According to the agreement, the organization has 3 organs:[7]
- General Council
- Secretariat
- Intergovernmental Institution for the Use of Micro-alga Spirulina (Spirulina Program) as affiliated body[8]
CISRI focuses on international cooperation with relevant United Nations General Assembly Resolutions on international cooperation, social development, as well as food and water improvement.
Activities
CISRI focuses on development activities, beginning with the microalga Spirulina, which has been indicated as a nutritious food source.
Status and reception
Press reporting and a state recorded as a party to the agreement have questioned the status of the agreements establishing CISRI and the organization's affiliated body, the Intergovernmental Institution for the Use of Micro-alga Spirulina against Malnutrition (IIMSAM).
Italy's position
While Italy's ratification to the agreement was recorded in the United Nations Treaty Series, the Italian Foreign Ministry told Fox News in January 2011 that it had not officially signed the agreements and did not recognise them.[9] In 2009, Italy issued a communication to the United Nations indicating that Italy was not a state party to the agreement establishing CISRI, demanding Italy be removed from the list of states parties to the agreement in the United Nations Treaty Collection database.[10]
Travel documents
In 2013, Fox News reported that IIMSAM was issuing its officials, advisers, special envoys, and goodwill ambassadors documents styled as diplomatic laissez-passers, requesting that national authorities grant their holders privileges and immunities. IIMSAM's Secretary-General, Remigio Maradona, signed the documents and cited the agreement as their basis. [9]
The documents utilized the three-letter identification code "IGO" in the position used on machine-readable travel documents for a code issued by the International Civil Aviation Organization. An ICAO spokesman said no code had ever been issued to IIMSAM, and that such codes cover only officials of an organization's secretariat.[9]
A United Nations spokesperson confirmed that IIMSAM retained intergovernmental observer status with the United Nations Economic and Social Council under a resolution from 2003, but said that such Observer status only confers the right to attend Council meetings and does not permit the issuance of travel documents or confer diplomatic status to their representatives.[9]
